عَبْدُ الرَّزَّاقِ، عَنِ الثَّوْرِيِّ، عَنِ الْأَعْمَشِ، عَنْ أَبِي وَائِلٍ قَالَ:

كَتَبَ إِلَيْنَا عُمَرُ وَنَحْنُ بِخَانِقِينَ: إِذَا حَصَرْتُمْ قَصْرًا فَلَا تَقُولُوا: انْزِلُوا عَلَى حُكْمِ اللهِ وَحُكْمِنَا وَلَكِنْ أَنْزِلُوهُمْ عَلَى حُكْمِكُمْ، ثُمَّ اقْضُوا فِيهِمْ مَا شِئْتُمْ، فَإِذَا لَقِيَ رَجُلٌ رَجُلًا فَقَالَ لَهُ: مَتْرَسْ فَقَدْ أَمَّنَهُ، وَإِذَا قَالَ: لَا تَدْهَلْ فَقَدْ أَمَّنَهُ، وَإِذَا قَالَ: لَا تَخَفْ فَقَدْ أَمَّنَهُ، فَإِنَّ اللهَ يَعْلَمُ الْأَلْسِنَةَ

Translation

✧ Umar wrote to us while we were at Khanqin: When you besiege a fortress, do not say, 'Come down according to the judgment of God and our judgment,' but bring them down according to your judgment, then judge among them as you wish. When a man meets a man and says to him, 'matras' (do not fear), he has given him safety. When he says, 'la tadhal' (do not be afraid), he has given him safety. When he says, 'la takhaf' (do not fear), he has given him safety, for God knows the tongues.
