عَبْدُ الرَّزَّاقِ، عَنْ مَعْمَرٍ، عَنِ ابْنِ طَاوُسٍ، عَنْ أَبِيهِ، عَنِ ابْنِ عَبَّاسٍ
فِي قَوْلِهِ: ﴿كَانَ آمِنًا ﴾قَالَ: " مَنْ قَتَلَ أَوْ سَرَقَ فِي الْحِلِّ، ثُمَّ دَخَلَ فِي الْحَرَمِ، فَإِنَّهُ لَا يُجَالَسُ، وَلَا يُكَلَّمُ، وَلَا يُؤْوَى، وَلَكِنَّهُ يُنَاشَدُ حَتَّى يَخْرُجَ، فَيُقَامَ عَلَيْهِ مَا أَصَابَ، فَإِنْ قَتَلَ أَوْ سَرَقَ فِي الْحِلِّ فَأُدْخِلَ الْحَرَمَ فَأَرَادُوا أَنْ يُقِيمُوا عَلَيْهِ مَا أَصَابَ، أَخْرَجُوهُ مِنَ الْحَرَمِ إِلَى الْحِلِّ، فَأُقِيمَ عَلَيْهِ، وَإِنْ قَتَلَ فِي الْحَرَمِ أَوْ سَرَقَ أُقِيمَ عَلَيْهِ فِي الْحَرَمِ
Translation
✧ Regarding His saying, 'was safe,' he said: 'Whoever kills or steals in the profane land, then enters the Haram, he is not to be sat with, spoken to, or given shelter, but he is to be sought until he leaves, then what he did is carried out upon him. If he kills or steals in the profane land and is brought into the Haram, and they want to carry out upon him what he did, they take him out of the Haram to the profane land and carry it out upon him. But if he kills or steals within the Haram, it is carried out upon him within the Haram.'
