✧ When Is It Estimated

قَالَ عَبْدُ الرَّزَّاقِ: وَأَمَّا مَعْمَرٌ، فَحَدَّثَنَا عَنْ يَحْيَى بْنِ سَعِيدٍ،
أَنَّ عُمَرَ، كَانَ يَقُولُ لِلْخَرَّاصِ: " إِذَا وَجَدْتَ قَوْمًا قَدْ خَرَفُوا يَقُولُ: قَدْ نَزَلُوا فِي حَائِطِهِمْ، فَانْظُرْ قَدْرَ مَا تَرَى أَنَّهُمْ يَأْكُلُونَ فَإِنَّهُ لَا يُخْرَصُ عَلَيْهِمْ
Translation
✧ ʿUmar used to say to the estimator: "If you find a people who have already begun harvesting—meaning they have settled in their orchard—then estimate the amount you think they eat, for it is not estimated against them."
