عَبْدُ الرَّزَّاقِ، عَنْ مَعْمَرٍ، عَنْ أَيُّوبَ، عَنْ مَيْمُونِ بْنِ مِهْرَانَ قَالَ:
كَتَبَ عُرْوَةُ بْنُ مُحَمَّدٍ إِلَى عُمَرَ بْنِ عَبْدِ الْعَزِيزِ فِي مَالٍ ظُلِمَ فِيهِ النَّاسُ، فَكَانَ بَأَيْدِي الْعُمَّالِ، فَكَتَبَ أَنْ يُرَدَّ عَلَيْهِمْ، وَيُؤْخَذَ مِنْهُمْ زَكَاتُهُ، فَرَاجَعَهُ عَامِلُهُ فِي ذَلِكَ، يَأْخُذُهَا مِنْ كُلِّ عَامٍ أَوْ سَنَةٍ وَاحِدَةٍ، فَكَتَبَ إِلَيْهِ: " إِنْ كَانَ مَالًا ضِمَارًا فَزَكِّهِ سَنَةً وَاحِدَةً "، قُلْتُ لَهُ: مَا الضِّمَارُ ؟ قَالَ: " الذَّاهِبُ
Translation
✧ ʿUrwa b. Muḥammad wrote to ʿUmar b. ʿAbd al-ʿAzīz about wealth in which the people were wronged, and it was in the hands of the tax collectors. He wrote that it should be returned to them and its zakat taken from them. His governor corresponded with him about that, whether to take it every year or only one year. He wrote to him: “If it is ḍimār wealth, pay zakat on it for one year.” I said to him: “What is ḍimār?” He said: “That which is lost.”
