عَبْدُ الرَّزَّاقِ، عَنْ مَعْمَرٍ، عَنْ أَيُّوبَ، عَنْ عِكْرِمَةَ بْنِ خَالِدٍ، عَنْ سُفْيَانَ بْنِ عَبْدِ اللهِ الثَّقَفِيِّ،

أَنَّهُ أَتَى عُمَرَ وَكَانَ اسْتَعْمَلَهُ عَلَى الطَّائِفِ، فَقَالَ لَهُ: يَا أَمِيرَ الْمُؤْمِنِينَ، إِنَّ أَهْلَ الْمَاشِيَةِ يَزْعُمُونَ أَنَّا نَعُدُّ عَلَيْهِمُ الصَّغِيرَةَ، وَلَا نَأْخُذُهَا قَالَ: " فَاعْتَدُّوا عَلَيْهَا، وَلَا تَأْخُذُوهَا حَتَّى السَّخْلَةِ يُرِيحُهَا الرَّاعِي عَلَى يَدَيْهِ، وَقُلْ لَهُمْ: إِنَّا نَدَعُ الرُّبَّى، وَفَحْلَ الْغَنَمِ، وَالْوَالِدَ، وَشَاةَ اللَّحْمِ، وَخُذْ مِنَ الْعَنَاقِ، وَهِيَ بَسْطَةُ مَا بَيْنَنَا وَبَيْنَكُمُ، الرُّبَّى الَّتِي وَلَدُهَا مَعَهَا يَسْعَى، وَالْوَالِدُ الَّتِي فِي بَطْنِهَا وَلَدُهَا "، قَالَ: ثُمَّ أَرْسَلَ إِلَيْهِ صَفْوَانُ بْنُ أُمَيَّةَ بِجَفْنَةِ لَحْمٍ يَحْمِلُهَا رَهْطٌ، فَوُضِعَتْ عِنْدَ عُمَرَ، وَذَلِكَ فِي الْمَسْجِدِ الْحَرَامِ قَالَ: ثُمَّ اعْتَزَلَ الْقَوْمُ الَّذِينَ حَمَلُوهَا، فَقَالَ لَهُمْ عُمَرُ: " ادْنُوا قَاتَلَ اللهُ قَوْمًا يَرْغَبُونَ عَنْ هَؤُلَاءِ "، فَقَالَ قَائِلٌ: يَا أَمِيرَ الْمُؤْمِنِينَ، إِنَّهُمْ لَا يَرْغَبُونَ عَنْهُمْ، وَلَكِنَّهُمْ يَسْتَأْثِرُونَ عَلَيْهِمْ قَالَ: " فَكَانَتْ أَهْوَنَ عِنْدَهُ "، قَالَ: ثُمَّ أَذَّنَ أَبُو مَحْذُورَةَ، فَقَالَ عُمَرُ: " أَمَا خَشِيتَ أَنْ يَنْخَرِقَ مُرَيْطَاؤُكَ ؟ " قَالَ: أَحْبَبْتُ أَنْ أُسْمِعَكَ يَا أَمِيرَ الْمُؤْمِنِينَ، فَقَالَ عُمَرُ: " إِنَّ أَرْضَكُمْ يَا مَعْشَرَ أَهْلِ تِهَامَةَ حَارَّةٌ، فَأَبْرِدْ ثُمَّ أَبْرِدْ، ثُمَّ أَذِّنْ، ثُمَّ ثَوِّبْ آتِكَ "، ثُمَّ دَخَلَ عَلَى صَفْوَانَ بْنِ أُمَيَّةَ بَيْتَهُ، وَقَدْ سَتَرُوهُ بِأُدْمٍ مَنْقُوشَةٍ، فَقَالَ عُمَرُ: " لَوْ كُنْتُمْ جَعَلْتُمْ مَكَانَ هَذَا مُسُوحًا كَانَ أَحْمَلَ لِلْغُبَارِ مِنْ هَذَا

Translation

✧ He came to Umar, who had appointed him over al-Ta'if, and said to him: "O Commander of the Faithful, the livestock owners claim that we count the young ones against them but do not take them." He said: "Count them against them and do not take them, even the suckling lamb that the shepherd brings back in his arms. And tell them: 'We leave the nursing ewe, the ram, the pregnant one, and the meat sheep. Take from the young she-goats, and that is the middle ground between us and you: the nursing ewe is the one whose young walks with her, and the pregnant one is the one with young in her belly.'" He said: Then Safwan b. Umayya sent him a large bowl of meat carried by a group of men, and it was placed before Umar, and that was in the Sacred Mosque. He said: Then the people who carried it withdrew, and Umar said to them: "Come near. May God fight a people who disdain these!" A man said: "O Commander of the Faithful, they do not disdain them, but they prefer themselves over them." He said: "That was lighter in his view." He said: Then Abu Mahdhura gave the call to prayer, and Umar said: "Were you not afraid that your little cloak would split?" He said: "I wanted you to hear me, O Commander of the Faithful." Umar said: "Your land, O people of Tihama, is hot, so wait until it cools, then wait again, then give the call to prayer, then say the iqama, then I will come to you." Then he entered the house of Safwan b. Umayya, and they had covered it with painted leather. Umar said: "If you had put rough cloth in place of this, it would have held dust better than this."
