Translation

✧ Muhammad b. Yusuf appointed Tawus over the district of Hakam to collect zakah from their wealth. He said: He collected it and did not return with a single dirham. I said to him: "How did you use to do it, O Abu 'Abd al-Rahman?" He said: "We would stand by a man among his family and wealth and say: 'Give charity, may God have mercy on you, from what God has given you.' If he brought out to us what we considered to be the due amount, we accepted it. Otherwise we said to him: 'Make amends, may God have mercy on you.' If he did, [we accepted]; if not, we accepted from him what he gave. Then we looked for the neediest household and gave it to them." I said to him: "What if a man brought his zakah to you and stood with it before you, then took it back?" He said: "In that case we would not make him return it."
