عَبْدُ الرَّزَّاقِ، عَنِ ابْنِ عُيَيْنَةَ، عَنْ جَعْفَرِ بْنِ بُرْقَانَ قَالَ:
كَتَبَ عُمَرُ بْنُ عَبْدِ الْعَزِيزِ إِلَى مَيْمُونِ بْنِ مِهْرَانَ: إِنِّي كَتَبْتُ إِلَى أَهْلِ الْأَمْصَارِ أَنْ يَخْرُجُوا يَوْمَ كَذَا مِنْ شَهْرِ كَذَا لِيَسْتَسْقُوا، وَمَنِ اسْتَطَاعَ أَنْ يَصُومَ وَيَتَصَدَّقَ فَلْيَفْعَلْ، فَإِنَّ اللهَ يَقُولُ: ﴿قَدْ أَفْلَحَ مَنْ تَزَكَّى ﴾﴿وَذَكَرَ اسْمَ رَبِّهِ فَصَلَّى ﴾وَقُولُوا كَمَا قَالَ أَبَوَاكُمْ ﴿رَبَّنَا ظَلَمْنَا أَنْفُسَنَا وَإِنْ لَمْ تَغْفِرْ لَنَا وَتَرْحَمْنَا لَنَكُونَنَّ مِنَ الْخَاسِرِينَ ﴾وَقُولُوا كَمَا قَالَ نُوحٌ: ﴿وَإِلا تَغْفِرْ لِي وَتَرْحَمْنِي أَكُنْ مِنَ الْخَاسِرِينَ ﴾وَقُولُوا كَمَا قَالَ مُوسَى: ﴿إِنِّي ظَلَمْتُ نَفْسِي فَاغْفِرْ لِي فَغَفَرَ لَهُ إِنَّهُ هُوَ الْغَفُورُ الرَّحِيمُ ﴾وَقُولُوا كَمَا قَالَ يُونُسُ عَلَيْهِ السَّلَامُ: ﴿لا إِلَهَ إِلا أَنْتَ سُبْحَانَكَ إِنِّي كُنْتُ مِنَ الظَّالِمِينَ ﴾
Translation
✧ Umar b. Abd al-Aziz wrote to Maymun b. Mihran: I have written to the people of the garrison cities that they should go out on such-and-such a day of such-and-such a month to seek rain. Whoever is able to fast and give charity, let him do so, for God says: 'He has succeeded who purifies himself, and remembers the name of his Lord and prays.' And say as your father said: 'Our Lord, we have wronged ourselves, and if You do not forgive us and have mercy on us, we will surely be among the losers.' And say as Nuh said: 'And unless You forgive me and have mercy on me, I will be among the losers.' And say as Musa said: 'Indeed I have wronged myself, so forgive me, and He forgave him. Indeed He is the Forgiving, the Merciful.' And say as Yunus ﷺ said: 'There is no god but You; glory be to You. Indeed I was among the wrongdoers.'
