أَخْبَرَنَا عَبْدُ الرَّزَّاقِ قَالَ: أَخْبَرَنَا مَعْمَرٌ، عَنْ عَلِيِّ بْنِ الْحَكَمِ الْبُنَانِيِّ، عَنْ مُحَمَّدِ بْنِ زَيْدٍ، عَنْ إِبْرَاهِيمَ قَالَ:
جَاءَ رَجُلٌ إِلَى عُمَرَ بْنِ الْخَطَّابِ، فَقَالَ: إِنَّ أَهْلَ أَرْضِ كَذَا وَكَذَا يُطِيقُونَ مِنَ الْخَرَاجِ أَكْثَرَ مِمَّا عَلَيْهِمْ، فَقَالَ: لَيْسَ إِلَيْهِمْ سَبِيلٌ، إِنَّمَا صُولِحُوا صُلْحًا
Translation
✧ A man came to Umar b. al-Khattab and said: The people of such and such a land can bear more kharaj than what is upon them. He said: There is no way to them; they were only granted peace through a treaty.
