أَخْبَرَنَا عَبْدُ الرَّزَّاقِ قَالَ: أَخْبَرَنَا مَعْمَرٌ، عَنْ قَتَادَةَ، عَنْ أَبِي مِجْلَزٍ:
أَنَّ عُمَرَ بْنَ الْخَطَّابِ بَعَثَ عَمَّارَ بْنَ يَاسِرٍ وَعَبْدَ اللهِ بْنَ مَسْعُودٍ وَعُثْمَانَ بْنَ حُنَيْفٍ إِلَى الْكُوفَةِ، فَجَعَلَ عَمَّارًا عَلَى الصَّلَاةِ وَالْقِتَالِ، وَجَعَلَ عَبْدَ اللهِ بْنَ مَسْعُودٍ عَلَى الْقَضَاءِ وَعَلَى بَيْتِ الْمَالِ، وَجَعَلَ عُثْمَانَ بْنَ حُنَيْفٍ عَلَى مِسَاحَةِ الْأَرْضِ. وَجَعَلَ لَهُمْ كُلَّ يَوْمٍ شَاةً، نِصْفَهَا وَسَوَاقِطَهَا لِعَمَّارٍ، وَرُبُعُهَا لِابْنِ مَسْعُودٍ، وَرُبُعُهَا لِعُثْمَانَ بْنِ حُنَيْفٍ. ثُمَّ قَالَ: " مَا أَرَى قَرْيَةً يُؤْخَذُ مِنْهَا كُلَّ يَوْمٍ شَاةٌ إِلَّا سَيُسْرِعُ ذَلِكَ فِيهَا ". ثُمَّ قَالَ لَهُمْ: " إِنِّي أَنْزَلْتُكُمْ وَنَفْسِي مِنْ هَذَا الْمَالِ كَوَالِي الْيَتِيمِ؛ مَنْ كَانَ غَنِيًّا فَلْيَسْتَعْفِفْ، وَمَنْ كَانَ فَقِيرًا فَلْيَأْكُلْ بِالْمَعْرُوفِ. قَالَ: فَقَسَمَ عُثْمَانُ عَلَى كُلِّ رَأْسٍ مِنْ أَهْلِ الذِّمَّةِ أَرْبَعَةً وَعِشْرِينَ دِرْهَمًا كُلَّ عَامٍ، وَلَمْ يَضْرِبْ عَلَى النِّسَاءِ وَالصِّبْيَانِ مِنْ ذَلِكَ شَيْئًا. وَمَسَحَ سَوَادَ الْكُوفَةِ مِنْ أَرْضِ أَهْلِ الذِّمَّةِ، فَجَعَلَ عَلَى الْجَرِيبِ مِنَ النَّخْلِ عَشَرَةَ دَرَاهِمَ، وَعَلَى الْجَرِيبِ مِنَ الْعِنَبِ ثَمَانِيَةَ دَرَاهِمَ، وَعَلَى الْجَرِيبِ مِنَ الْقَصَبِ سِتَّةَ دَرَاهِمَ، وَعَلَى الْجَرِيبِ مِنَ الْبُرِّ أَرْبَعَةَ دَرَاهِمَ، وَعَلَى الْجَرِيبِ مِنَ الشَّعِيرِ دِرْهَمَيْنِ. وَأَخَذَ مِنْ تُجَّارِ أَهْلِ الذِّمَّةِ مِنْ كُلِّ عِشْرِينَ دِرْهَمًا دِرْهَمًا، فَرَفَعَ ذَلِكَ إِلَى عُمَرَ فَرَضِيَ بِهِ
Translation
✧ Umar b. al-Khattab sent Ammar b. Yasir, Abdullah b. Mas'ud, and Uthman b. Hunayf to Kufa. He put Ammar in charge of prayer and fighting, put Abdullah b. Mas'ud in charge of judiciary and the treasury, and put Uthman b. Hunayf in charge of land surveying. He assigned them each day a sheep: half of it and its offal for Ammar, a quarter for Ibn Mas'ud, and a quarter for Uthman b. Hunayf. Then he said: "I do not think any village from which a sheep is taken every day will not quickly be ruined." Then he said to them: "I have placed you and myself with regard to this wealth like the guardian of an orphan; whoever is rich should abstain, and whoever is poor may eat in a reasonable manner." He said: Uthman distributed to every head of the dhimmis twenty-four dirhams every year, and he did not impose anything of that on women and children. He surveyed the sawad of Kufa from the land of the dhimmis, and he imposed on a jarib of palm trees ten dirhams, on a jarib of grapes eight dirhams, on a jarib of sugar cane six dirhams, on a jarib of wheat four dirhams, and on a jarib of barley two dirhams. He took from the merchants of the dhimmis one dirham for every twenty dirhams, and he reported that to Umar, who approved of it.
