أَخْبَرَنَا عَبْدُ الرَّزَّاقِ عَنْ مَعْمَرٍ، عَنِ ابْنِ طَاوُسٍ، عَنْ أَبِيهِ قَالَ:
لَيْسَ فِي أَمْوَالِ أَهْلِ الذِّمَّةِ صَدَقَةٌ إِلَّا أَنْ يَمُرُّوا بِالْعَاشِرِ، فَيَأْخُذُ مِنْهُمْ مِنْ كُلِّ عِشْرِينَ دِينَارًا دِينَارًا
Translation

machine translationʿAbd al-Razzāq informed us, from Maʿmar, from Ibn Ṭāwūs, from his father, who said:
✧ There is no sadaqah in the wealth of the dhimmis unless they pass by the tax collector, and he takes from them one dinar for every twenty dinars.
