أَخْبَرَنَا عَبْدُ الرَّزَّاقِ قَالَ: أَخْبَرَنَا مَعْمَرٌ، عَنْ أَيُّوبَ، عَنِ ابْنِ سِيرِينَ قَالَ:
قَضَى عُمَرُ بْنُ الْخَطَّابِ فِي أَمْوَالِ أَهْلِ الذِّمَّةِ، إِذَا مَرُّوا بِهَا عَلَى أَصْحَابِ الصَّدَقَةِ نِصْفَ الْعُشُورِ، وَفِي أَمْوَالِ تُجَّارِ الْمُشْرِكِينَ مِمَّنْ كَانَ مِنْ أَهْلِ الذِّمَّةِ نِصْفَ الْعُشْرِ
Translation

machine translationʿAbd al-Razzāq informed us, he said: Maʿmar informed us, from Ayyūb, from Ibn Sīrīn, who said:
✧ 'Umar b. al-Khattab ruled concerning the wealth of the people of the covenant, when they passed with it by the collectors of zakat, half of the tithe; and concerning the wealth of the merchants of the polytheists—those who were from the people of the covenant—half the tithe.
