أَخْبَرَنَا عَبْدُ الرَّزَّاقِ قَالَ: أَخْبَرَنَا مَعْمَرٌ، عَنْ أَيُّوبَ، عَنْ نَافِعٍ، عَنْ أَسْلَمَ مَوْلَى عُمَرَ:
أَنَّ عُمَرَ ضَرَبَ الْجِزْيَةَ، وَكَتَبَ بِذَلِكَ إِلَى أُمَرَاءِ الْأَجْنَادِ: أَنْ لَا يَضْرِبُوا الْجِزْيَةَ إِلَّا عَلَى مَنْ جَرَتْ عَلَيْهِ الْمُوسَى، وَلَا يَضْرِبُوهَا عَلَى صَبِيٍّ وَلَا عَلَى امْرَأَةٍ. فَضَرَبَ عَلَى أَهْلِ الْعِرَاقِ أَرْبَعِينَ دِرْهَمًا عَلَى كُلِّ رَجُلٍ، وَضَرَبَ عَلَى أَهْلِ الْعِرَاقِ أَيْضًا خَمْسَةَ عَشَرَ صَاعًا. وَضَرَبَ عَلَى أَهْلِ الشَّامِ أَرْبَعَةَ دَنَانِيرَ عَلَى كُلِّ رَجُلٍ، وَضَرَبَ عَلَى أَهْلِ الشَّامِ أَيْضًا مُدَّيْنِ مِنْ قَمْحٍ، وَثَلَاثَةَ أَقْسَاطٍ مِنْ زَيْتٍ، وَكَذَا وَكَذَا شَيْئًا مِنَ الْعَسَلِ وَالْوَدَكِ لَمْ يَحْفَظْهُ أَيُّوبُ أَوْ نَافِعٌ. وَضَرَبَ عَلَى أَهْلِ مِصْرَ أَرْبَعَةَ دَنَانِيرَ عَلَى كُلِّ رَجُلٍ، وَضَرَبَ عَلَى أَهْلِ مِصْرَ أَيْضًا إِرْدَبًّا مِنْ قَمْحٍ، وَشَيْئًا لَا يَحْفَظُهُ، وَكِسْوَةَ أَمِيرِ الْمُؤْمِنِينَ ضَرِيبَةً مَضْرُوبَةً. وَعَلَيْهِمْ ضِيَافَةُ الْمُسْلِمِينَ ثَلَاثًا، يُطْعِمُونَهُمْ مِمَّا يَأْكُلُونَ، مِمَّا يَحِلُّ لِلْمُسْلِمِينَ مِنْ طَعَامِهِمْ. فَلَمَّا قَدِمَ عُمَرُ الشَّامَ شَكَوْا إِلَيْهِ أَنَّهُمْ يُكَلِّفُونَا الدَّجَاجَ، فَقَالَ عُمَرُ: " لَا تُطْعِمُوهُمْ إِلَّا مِمَّا تَأْكُلُونَ، مِمَّا يَحِلُّ لَهُمْ مِنْ طَعَامِكُمْ
Translation
✧ Umar imposed the jizya and wrote about that to the commanders of the armies: 'Do not impose the jizya except on those upon whom the razor has been used, and do not impose it on a child or a woman.' He imposed on the people of Iraq forty dirhams on every man, and he also imposed on the people of Iraq fifteen saa's. He imposed on the people of Syria four dinars on every man, and he also imposed on the people of Syria two mudds of wheat, three qists of oil, and such-and-such amount of honey and fat, which Ayyub or Nafi did not remember. He imposed on the people of Egypt four dinars on every man, and he also imposed on the people of Egypt an irdabb of wheat, and something he did not remember, and the clothing of the Commander of the Believers as a fixed levy. And they owe the hospitality of Muslims for three days: they feed them from what they eat, from what is lawful for Muslims from their food. When Umar came to Syria, they complained to him that they were burdening us with chickens. Umar said: 'Do not feed them except from what you eat, from what is lawful to them from your food.'
