✧ Does a Muslim enslave?

أَخْبَرَنَا عَبْدُ الرَّزَّاقِ عَنْ مَعْمَرٍ، عَنْ عَمْرِو بْنِ مَيْمُونِ بْنِ مِهْرَانَ قَالَ:
كَتَبَ عُمَرُ بْنُ عَبْدِ الْعَزِيزِ فِيمَنْ أَسْلَمَ مِنْ رَقِيقِ أَهْلِ الذِّمَّةِ " أَنْ يُبَاعُوا وَلَا تُخَلِّ بَيْنَ أَهْلِ الذِّمَّةِ وَبَيْنَ أَنْ يَسْتَرِقُّوهُمْ، وَتَدْفَعَ أَثْمَانَهُمْ إِلَى أَرْبَابِهِمْ، فَمَنْ قَدَرْتَ عَلَيْهِ بَعْدَ تَقَدُّمِكَ إِلَيْهِ اسْتَرَقَّ شَيْئًا مِنْ سَبْيِ الْمُسْلِمِينَ مِمَّنَ قَدْ أَسْلَمَ وَصَلَّى فَأَعْتِقْهُ
Translation
✧ Umar b. Abd al-Aziz wrote concerning those of the slaves of the dhimmis who become Muslim: They are to be sold, and do not leave between the dhimmis and their enslaving them. Pay their prices to their masters. Whoever you find after your advance warning has enslaved any of the Muslims' captives who has become Muslim and prayed, then free him.
