He is Wathila bin al-Asqai bin Abdul-Aziz bin Abdul-Yaalil bin Nashib bin Ghayra bin Saad bin Layth bin Bakr bin Abda Manat bin Kinana.

حَدَّثَنَا الْوَلِيدُ بْنُ حَمَّادٍ ثنا سُلَيْمَانُ بْنُ عَبْدِ الرَّحْمَنِ حَدَّثَنَا بِشْرُ بْنُ عَوْنٍ عَنْ بَكَّارِ بْنِ تَمِيمٍ عَنْ مَكْحُولٍ عَنْ وَاثِلَةَ بْنِ الْأَسْقَعِ

عَنْ رَسُولِ اللهِ ﷺ قَالَ «لَيْلَةُ الْقَدْرِ بَلْجَةٌ لَا حَارَّةٌ وَلَا بَارِدَةٌ وَلَا سَحَابَ فِيهَا وَلَا مَطَرَ وَلَا رِيحَ وَلَا يُرْمَى فِيهَا بِنَجْمٍ وَمِنْ عَلَامَةِ يَوْمَهَا تَطْلُعُ الشَّمْسُ لَا شُعَاعَ لَهَا»

✧ From the Messenger of Allah ﷺ, he said: "The Night of Decree is bright, neither hot nor cold, with no clouds, no rain, no wind, and no shooting stars in it. One of the signs of its day is that the sun rises without rays."
