He said: The Messenger of Allah ﷺ said: "Religion is sincere counsel (naṣīḥah), religion is sincere counsel." It was said: "For whom, O Messenger of Allah?" He said: "For Allah, for His Book, for His Prophet, and for the leaders of the Muslims and their common people." Abū ʿUthmān said: "So give sincere counsel to the ruler, and pray for him often for righteousness and right guidance in speech, action and judgment, for when they are righteous, the servants are made righteous through their righteousness. And beware of praying against them with a curse, for they will increase in evil and the affliction upon the Muslims will increase. Rather, pray for them to repent, so that they abandon evil and the affliction is lifted from the believers. And beware of coming to them, or of making a show in order to come to them, or of loving that they come to you; flee from them as much as you can, as long as they persist in evil. If they repent and abandon evil in speech, action and judgment, and take the world from its proper way, then be on guard against seeking honor through them, so that you remain far from them, yet close to them through mercy for them and sincere counsel, if Allah wills. As for sincere counsel to the community of the Muslims, their counsel is according to their characters, so long as it involves no disobedience to Allah. Reflect briefly on Allah's management of them, for Allah has apportioned their characters among them just as He has apportioned their provisions among them, and had He willed, He would have united them upon one heart. So do not neglect looking at Allah's management of them. When you see disobedience to Allah, praise Allah that He turned it away from you at that time, and be gentle in enjoining and forbidding, with kindness, patience and calm. If it is accepted from you, praise Allah; and if it is rejected, seek Allah's forgiveness for any shortcoming of yours in your enjoining and forbidding, and be patient with what befalls you. Indeed, that is among the matters requiring firm resolve."
