It Is Permissible To Cancel Hajj And Do 'Umrah Instead If One Has Not Brought A Hadi

أَخْبَرَنَا عَمْرُو بْنُ عَلِيٍّ قَالَ حَدَّثَنَا يَحْيَى عَنْ يَحْيَى عَنْ عَمْرَةَ عَنْ عَائِشَةَ قَالَتْ
خَرَجْنَا مَعَ رَسُولِ اللَّهِ ﷺ لاَ نُرَى إِلاَّ أَنَّهُ الْحَجُّ فَلَمَّا دَنَوْنَا مِنْ مَكَّةَ أَمَرَ رَسُولُ اللَّهِ ﷺ مَنْ كَانَ مَعَهُ هَدْىٌ أَنْ يُقِيمَ عَلَى إِحْرَامِهِ وَمَنْ لَمْ يَكُنْ مَعَهُ هَدْىٌ أَنْ يَحِلَّ
Translation

"We went out with the Messenger of Allah not thinking of anything but Hajj. When we drew close to Makkah, the Messenger of Allah ordered: 'Whoever has a Hadi with him should remain in Ihram, and whoever does not have a Hadi with him, he should exit Ihram."
