أَخْبَرَنَا أَحْمَدُ بْنُ سُلَيْمَانَ قَالَ حَدَّثَنَا يَعْلَى بْنُ عُبَيْدٍ قَالَ حَدَّثَنَا إِدْرِيسُ الْأَوْدِيُّ عَنْ عَلْقَمَةَ بْنِ مَرْثَدٍ عَنْ سُلَيْمَانَ بْنِ بُرَيْدَةَ عَنْ أَبِيهِ قَالَ

كَانَ رَسُولُ اللهِ ﷺ «إِذَا بَعَثَ أَمِيرًا عَلَى قَوْمٍ أَمْرَهُ بِتَقْوَى اللهِ فِي خَاصَّةِ نَفْسِهِ وَلِأَصْحَابِهِ بِعَامَّةٍ» وَقَالَ «اغْزُوا بِسْمِ اللهِ وَفِي سَبِيلِ اللهِ قَاتِلُوا مَنْ كَفَرَ بِاللهِ وَلَا تَغْلُوا وَلَا تَغْدِرُوا وَلَا تُمَثِّلُوا وَلَا تَقْتُلُوا وَلِيدًا وَإِذَا لَقِيتَ عَدُوَّكَ مِنَ الْمُشْرِكِينَ فَادْعُهُمْ إِلَى إِحْدَى ثَلَاثٍ إِلَى الْإِسْلَامِ فَإِنْ دَخَلُوا فِي الْإِسْلَامِ فَاقْبَلْ مِنْهُمْ وَكُفَّ عَنْهُمْ وَإِلَى الْهِجْرَةِ فَإِنْ دَخَلُوا فِي الْهِجْرَةِ فَاقْبَلْ مِنْهُمْ وَكَفَّ عَنْهُمْ وَإِنِ اخْتَارُوا الْإِسْلَامَ وَأَبَوْا أَنْ يَتَحَوَّلُوا مِنْ دِيَارِهِمْ إِلَى دَارِ الْهِجْرَةِ كَانُوا كَأَعْرَابِ الْمُؤْمِنِينَ يَجْرِي عَلَيْهِمْ مَا يَجْرِي عَلَى أَعْرَابِ الْمُؤْمِنِينَ وَلَيْسَ لَهُمْ مِنَ الْفَيْءِ وَالْغَنِيمَةِ شَيْءٌ إِلَّا أَنْ يُجَاهِدُوا فِي سَبِيلِ اللهِ فَإِنْ أَبَوْا الْإِسْلَامَ فَادْعُهُمْ إِلَى إِعْطَاءِ الْجِزْيَةِ وَاقْبلْ مِنْهُمْ وَكُفَّ عَنْهُمْ فَإِنْ أَبَوْا فَاسْتَعِنْ بِاللهِ وَقَاتِلْهُمْ فَإِذَا حَاصَرْتَ أَهْلَ حِصْنٍ فَأَرَادُوكَ عَلَى أَنْ تُنْزِلَهُمْ عَلَى حُكْمِ اللهِ فَلَا تُنْزِلْهُمْ وَلَكِنْ عَلَى حُكْمِكُمْ ثُمَّ اقْضُوا فِيهِمْ بَعْدُ مَا شِئْتُمْ فَإِنَّكُمْ لَا تَدْرُونَ تُصِيبُونَ حُكْمَ اللهِ أَمْ لَا وَإِنْ أَرَادُوكَ أَنْ تُنْزِلَهُمْ عَلَى ذِمَّةِ اللهِ وَذِمَّةِ رَسُولِهِ فَلَا تُنْزِلْهُمْ وَلَكِنْ ذِمَمِكُمْ وَذِمَمِ آبَائِكُمْ وَإِخْوَانِكُمْ فَإِنَّكُمْ أَنْ تُخْفِرُوا ذِمَمَكُمْ وَذِمَمَ آبَائِكُمْ وَإِخْوَانِكُمْ أَهْوَنُ عَلَيْكُمْ مِنْ أَنْ تُخْفِرُوا ذِمَّةَ اللهِ وَذِمَّةَ رَسُولِهِ»

✧ When the Messenger of Allah ﷺ appointed a commander over a people, he commanded him to fear Allah regarding himself and regarding his companions generally. He said, 'Raid in the name of Allah and in the path of Allah. Fight those who disbelieve in Allah. Do not steal from the spoils, do not betray, do not mutilate, and do not kill a child. If you meet your enemy from the polytheists, call them to one of three things: to Islam. If they enter Islam, accept from them and refrain from them. Then to emigration. If they enter emigration, accept from them and refrain from them. If they choose Islam but refuse to move from their homes to the abode of emigration, they are like the Bedouin believers. What applies to the Bedouin believers applies to them, and they have no share in fay and booty unless they fight in the path of Allah. If they refuse Islam, then call them to pay the jizyah. Accept from them and refrain from them. If they refuse, then seek help from Allah and fight them. If you besiege the people of a fortress and they ask you to let them descend upon the judgment of Allah, do not let them descend, but upon your own judgment. Then judge among them afterward as you wish, for you do not know whether you will hit the judgment of Allah or not. If they ask you to let them descend upon the protection of Allah and the protection of His Messenger, do not let them descend, but upon your own protection and the protection of your fathers and brothers. For you to violate your own protection and the protection of your fathers and brothers is easier for you than to violate the protection of Allah and the protection of His Messenger.'
