حَدَّثَنَا وَكِيعٌ قَالَ: حَدَّثَنَا مُحَمَّدُ بْنُ قَيْسٍ، عَنْ عَامِرٍ قَالَ:
لَمْ يَكُنْ لِأَهْلِ السَّوَادِ عَهْدٌ فَلَمَّا رَضُوا مِنْهُمْ بِالْجِزْيَةِ صَارَ لَهُمْ عَهْدٌ
