حَدَّثَنَا أَبُو بَكْرِ بْنُ عَيَّاشٍ عَنْ أَبِي حَصِينٍ عَنِ الشَّعْبِيِّ قَالَ: قَالَ عُمَرُ:
لَيْسَ عَلَى عَرَبِيٍّ مِلْكٌ، وَلَسْنَا بِنَازِعِي [١]مِنْ أَحَدٍ شَيْئًا [٢]أَسْلَمَ عَلَيْهِ، وَلَكِنَّا نُقَوِّمُهُمْ لِلْمِلَّةِ [٣]: خَمْسٌ مِنَ الْإِبِلِ، خَمْسٌ مِنَ الْإِبِلِ
