حَدَّثَنَا أَبُو أُسَامَةَ، عَنْ عُمَرَ بْنِ حَمْزَةَ، عَنْ مُحَمَّدٍ الْكَاتِبِ: أَنَّ عُمَرَ كَانَ يَقُولُ:
لَا يُصْلِحُ هَذَا الْأَمْرَ إِلَّا شِدَّةٌ فِي غَيْرِ تَجَبُّرٍ، وَلِينٌ فِي غَيْرِ وَهْنٍ.
