Translation
✧ Mention of the fiefs of the lands and their ruin In it the troops rioted against Muʿizz al-Dawla b. Būyah, and they made him hear what was hateful, so he guaranteed them the delivery of their stipends within a period he specified for them, and he was compelled to fleece the people and take wealth from improper sources. He granted as fiefs to his commanders and companions all the villages belonging to the sultan and to the estate owners, so most of the dīwāns thereby became idle and the hands of the tax collectors were removed. The lands had already fallen into ruin from dissension, high prices, and plundering, so his commanders took the flourishing villages, whose cultivation increased under them and whose revenues became abundant by virtue of their influence, and Muʿizz al-Dawla could not take them back from them. As for the followers, what they took increased in ruin, so they returned it and sought compensation for it, and they were compensated. The soldiers neglected the care of the villages' watercourses and the leveling of their roads, so they perished and many of them became idle. The slaves of the fief-holders began to oppress and collect immediately, and when the yield of one of them fell short, he completed it by confiscations. Then Muʿizz al-Dawla delegated the protection of every place to one of the great men among his companions, who made it a residence and coveted it, so the brothers gathered around them. The commanders began to claim losses in the yield, and neither his vizier nor anyone else could verify that. If anyone objected to them, they became his enemies, so they were left to do as they wished, and their greed increased, and they did not stop at any limit. Thus it became impossible for Muʿizz al-Dawla to amass a reserve for emergencies and accidents. He gave abundantly to his Turkish slaves and increased their fiefs, so the Daylamites envied them, and from that arose estrangement and enmity, and from that came what we shall mention.
