ثُمَّ شَرَعَ الْمَأْمُونُ فِي بِنَاءِ قُصُورٍ عَلَى دِجْلَةَ إِلَى جَانِبِ قَصْرِهِ بِهَا، وَسَكَنَتِ الْفِتَنُ وَانْزَاحَتِ الشُّرُورُ، وَأَمَرَ بِمُقَاسَمَةِ أَهْلِ السَّوَادِ عَلَى الْخُمْسَيْنِ، وَكَانُوا يُقَاسِمُونَ عَلَى النِّصْفِ، وَاتَّخَذَ الْقَفِيزَ الْمُلْجَمَ وَهُوَ عَشْرَةُ مَكَاكِيَّ بِالْمَكُّوكِ الْهَارُونِيِّ، وَوَضَعَ شَيْئًا كَثِيرًا مِنْ خَرَاجَاتِ بِلَادٍ شَتَّى، وَرَفَقَ بِالنَّاسِ فِي مَوَاضِعَ كَثِيرَةٍ.
Translation
✧ Then al-Maʾmūn set about building palaces on the Tigris beside his palace there, and the civil strifes subsided and the evils withdrew. He commanded that the people of the Sawād be assessed on the basis of two-fifths, whereas they had been assessed on the basis of one-half. He adopted the muljam qafīz, which is ten makākī by the Hārūnī makkūk, and he reduced a great deal of the land taxes of various regions, and he was gentle with the people in many places.
