The year 195 AH
وَكَانَ الْعَامِلُ عَلَى مَكَّةَ وَالْمَدِينَةِ لِمُحَمَّدٍ الْأَمِينِ دَاوُدُ بْنُ عِيسَى بْنِ مُوسَى، وَهُوَ الَّذِي حَجَّ بِالنَّاسِ سَنَةَ ثَلَاثٍ وَتِسْعِينَ أَيْضًا. وَكَانَ عَلَى الْكُوفَةِ الْعَبَّاسُ بْنُ الْهَادِي لِلْأَمِينِ. وَعَلَى الْبَصْرَةِ لَهُ أَيْضًا مَنْصُورُ بْنُ الْمَهْدِيِّ.
Translation
✧ The governor of Makkah and Madinah on behalf of Muḥammad al-Amīn was Dāwūd b. ʿĪsā b. Mūsā, and it was he who led the people in the pilgrimage in the year 193 as well. The governor of Kufa on behalf of al-Amīn was al-ʿAbbās b. al-Hādī. And the governor of Basra, also on his behalf, was Manṣūr b. al-Mahdī.
