أَخْبَرَنَا سَعِيدُ بْنُ عَامِرٍ عَنْ هِشَامٍ عَنْ مُحَمَّدٍ عَنْ حُذَيْفَةَ قَالَ
إِنَّمَا يُفْتِي النَّاسَ ثَلَاثَةٌ رَجُلٌ إِمَامٌ أَوْ وَالٍ وَرَجُلٌ يَعْلَمُ نَاسِخَ الْقُرْآنِ مِنَ الْمَنْسُوخِ قَالُوا يَا حُذَيْفَةُ مِنْ ذَاكَ؟ قَالَ عُمَرُ بْنُ الْخَطَّابِ أَوْ أَحْمَقُ مُتَكَلِّفٌ
Translation

✧ Only three give legal opinions to people: a man who is a leader or a ruler, and a man who knows the abrogating verses of the Quran from the abrogated. They said, "O Hudhayfah, who is that?" He said, "'Umar b. al-Khattab," or a foolish pretender.
