A group of people from the people of Egypt came to ʿUmar b. al-Khaṭṭāb and said: "We have acquired horses and slaves, and we would like to purify it [by giving zakāh]." He said: "My two companions before me did not do it, and I will not do it until I consult." So he consulted the Companions of Muḥammad ﷺ, and they said: "Good." But ʿAlī was silent. He said: "Will you not speak, O Abū al-Ḥasan?" He said: "They have advised you, and it is good, so long as it is not a fixed tax (jizyah) that they are made to pay after you." He said: So he took ten dirhams from each slave and provided them with two jarībs of wheat every month; and he took ten dirhams from each horse and provided it with ten jarībs of barley every month; and he took eight dirhams from each muqrif horse and provided it with eight jarībs of barley every month; and he took five dirhams from each draft horse (birdhawn) and provided it with five jarībs of barley every month. Abū Isḥāq said: "I saw it become a tax taken from our stipends in the time of al-Ḥajjāj, and we were not provided for on account of it."
