ʿAbd al-Ḥamīd b. Jaʿfar narrated to us: Nūḥ b. Abī Bilāl informed me, from Saʿīd b. Abī Saʿīd al-Maqburī, from Abū Hurayrah, who said: The Messenger of Allah ﷺ said: "When you recite {الْحَمْدُ لِلَّهِ}, recite {بِسْمِ اللَّهِ الرَّحْمَنِ الرَّحِيمِ}. It is the Mother of the Qur'an, the Mother of the Book, and the Seven Oft-Repeated verses, and {بِسْمِ اللَّهِ الرَّحْمَنِ الرَّحِيمِ} is one of them." Abū Bakr al-Ḥanafī said: Then I met Nūḥ, and he narrated to me from Saʿīd b. Abī Saʿīd al-Maqburī, from Abū Hurayrah, the like of it, but he did not raise it to the Prophet.

ورواه أسامة بن زيد وأبو بكر الحنفي عن نوح بن أبي بلال عن سعيد بن أبي سعيد عن أبي هريرة موقوفا وهو أشبهها بالصواب
machine translationUsāmah b. Zayd and Abū Bakr al-Ḥanafī narrated it from Nūḥ b. Abī Bilāl, from Saʿīd b. Abī Saʿīd, from Abū Hurayrah as a statement of the Companion (mawqūf), and that is the closest of them to being correct.

وهذا الإسناد رجاله ثقات وصحح غير واحد من الأئمة وقفه على رفعه
machine translationThe men of this chain are trustworthy (thiqāt), and more than one of the Imams authenticated it as a statement of the Companion (mawqūf) rather than as raised to the Prophet (marfūʿ).
in سنن الدارقطني, p. 1190 - Ibn al-Qaṭṭān
وأعله ابن القطان بهذا التردد
machine translationIbn al-Qaṭṭān declared it defective (muʿall) because of this uncertainty.
in سنن الدارقطني, p. 1190 - ʿAbd al-Raḥmān b. al-Jawzī
وتكلم فيه ابن الجوزي من أجل عبد الحميد بن جعفر فإن فيه مقالا ولكن متابعة نوح له مما تقويه وإن كان نوح وقفه لكنه في حكم المرفوع
machine translationIbn al-Jawzī criticized it because of ʿAbd al-Ḥamīd b. Jaʿfar, for there is some criticism of him. However, Nūḥ's corroboration of him strengthens it, and even though Nūḥ made it mawqūf, it is in the ruling of the raised (marfūʿ).
