حَدَّثَنَا مُوسَى بْنُ إِسْحَاقَ الْخَطْمِيُّ، قَالَ: نَا عَبْدُ السَّلَامِ بْنُ عَاصِمٍ، قَالَ: نَا الصَّبَّاحُ بْنُ مُحَارِبٍ، قَالَ: نَا سَالِمٌ الْمُرَادِيُّ عَنْ عَمْرِو بْنِ هَرِمٍ عَنْ جَابِرِ بْنِ زَيْدٍ، عَنِ ابْنِ عَبَّاسٍ ؓ قَالَ:

كَانَ رَسُولُ اللهِ ﷺ إِذَا أَمَّرَ أَمِيرًا عَلَى جَيْشٍ دَعَاهُ فَأَمَرَهُ بِتَقْوَى اللهِ وَبِمَنْ مَعَهُ مِنَ الْمُسْلِمِينَ خَيْرًا ثُمَّ قَالَ: اغْزُوا بِاسْمِ اللهِ وَفِي سَبِيلِ اللهِ قَاتِلُوا مَنْ كَفَرَ بِاللهِ لَا تَغُلُّوا وَلَا تَغْدِرُوا وَلَا تُمَثِّلُوا وَلَا تَقْتُلُوا وَلِيدًا، وَإِذَا لَقِيتَ عَدُوَّكَ مِنَ الْمُشْرِكِينَ فَادْعُهُمْ إِلَى إِحْدَى خِصَالٍ ثَلَاثٍ: ادْعُوهُمْ إِلَى الْإِسْلَامِ فَإِنْ أَجَابُوا فَاقْبَلْ مِنْهُمْ وَكُفَّ عَنْهُمْ ثُمَّ ادْعُوهُمْ إِلَى الْهِجْرَةِ، وَأَخْبِرْهُمْ أَنَّ لَهُمْ مَا لِلْمُهَاجِرِينَ وَعَلَيْهِمْ مَا عَلَى الْمُهَاجِرِينَ، فَإِنْ أَجَابُوا فَاقْبَلْ مِنْهُمْ وَكُفَّ عَنْهُمْ، وَإِنْ هُمْ لَمْ يَفْعَلُوا فَأَخْبِرْهُمْ أَنَّهُمْ كَأَعْرَابِ الْمُسْلِمِينَ لَيْسَ لَهُمْ فِي الْفَيْءِ وَلَا فِي الْغَنِيمَةِ شَيْءٌ وَيَجُوزُ عَلَيْهِمْ حُكْمُ اللهِ الَّذِي يَجْرِي عَلَى الْمُسْلِمِينَ، وَإِنْ هُمْ أَرَادُوكَ أَنْ تُنْزِلَهُمْ عَلَى حُكْمِ اللهِ فَلَا تَفْعَلْ فَإِنَّكَ لَا تَدْرِي تُصِيبُ فِيهِمْ حُكْمَ اللهِ أَمْ لَا، وَلَكِنْ أَنْزِلْهُمْ عَلَى حُكْمِكَ ثُمَّ إِنْ أَرَادُوكَ أَنْ تُعْطِيَهُمْ ذِمَّةَ اللهِ فَلَا تَفْعَلْ وَلَكِنْ أَعْطِهِمْ ذِمَّتَكَ وَذِمَّةَ أَصْحَابِكَ فَإِنَّكَ إِنْ تَخْفِرْ ذِمَّتَكَ وَذِمَّةَ أَصْحَابِكَ خَيْرٌ مِنْ أَنْ تَخْفِرَ ذِمَّةَ اللهِ

✧ When the Messenger of Allah ﷺ appointed a commander over an army, he would summon him and enjoin him to fear Allah and to treat those Muslims with him well. Then he would say: 'Fight in the name of Allah and in the cause of Allah. Fight those who disbelieve in Allah. Do not steal from the spoils, do not break your pledges, do not mutilate, and do not kill a child. When you meet your enemy among the polytheists, call them to one of three options: invite them to Islam; if they respond, accept from them and withhold from them. Then invite them to emigrate, and inform them that they will have the same rights and duties as the emigrants. If they respond, accept from them and withhold from them. If they do not, inform them that they are like the Bedouin Muslims: they have no share in the fay' or the war booty, and the judgment of Allah that applies to the Muslims will apply to them. If they ask you to make a pact with them based on the judgment of Allah, do not do so, for you do not know whether you will hit upon the judgment of Allah concerning them or not. Rather, make a pact with them based on your own judgment. Then if they ask you to grant them the protection of Allah, do not do so; rather, grant them your protection and the protection of your companions, for if you violate your protection and the protection of your companions, it is better than violating the protection of Allah.'
