ʿUmar b. al-Khaṭṭāb (may God be pleased with him) was among a group of people while he was reciting. He got up to relieve himself, then returned while still reciting. A man said to him: "You have not performed ablution, O Commander of the Faithful, and you are reciting." So ʿUmar b. al-Khaṭṭāb (may God be pleased with him) said: "Who gave you a ruling on this matter?"
