وَأَخْبَرَنَا ) عَلِيُّ بْنُ أَحْمَدَ بْنِ عَبْدَانَ، ثَنَا أَحْمَدُ بْنُ عُبَيْدٍ الصَّفَّارُ، ثَنَا عَلِيُّ بْنُ الْحَسَنِ بْنِ بَيَانٍ، ثَنَا عَارِمٌ، ثَنَا الصَّعْقُ بْنُ حَزْنٍ، ثَنَا عَلِيُّ بْنُ الْحَكَمِ، عَنْ أَنَسِ بْنِ مَالِكٍ قَالَ: قَالَ رَسُولُ اللهِ ﷺ:
" الْأُمَرَاءُ مِنْ قُرَيْشٍ، الْأُمَرَاءُ مِنْ قُرَيْشٍ، الْأُمَرَاءُ مِنْ قُرَيْشٍ، وَلِي عَلَيْهِمْ حَقٌّ، وَلَكُمْ عَلَيْهِمْ حَقٌّ، مَا عَمِلُوا فِيكُمْ بِثَلَاثٍ: مَا إِذَا اسْتُرْحِمُوا رَحِمُوا، وَأَقْسَطُوا إِذَا قَسَمُوا، وَعَدَلُوا إِذَا حَكَمُوا
