The Messenger of Allah ﷺ ruled that pre-emption (shufʿah) applies to everything that has not been divided; but when the boundaries are set and the roads are diverted, there is no pre-emption.

machine translationAl-Zuhrī's ḥadīth on pre-emption (shufʿah) is a sound (ṣaḥīḥ) and well-known ḥadīth.

machine translationWhat I hold is that this much is the speech of the Prophet ﷺ: the Prophet ﷺ only established pre-emption (shufʿah) in what has not been divided at all. It seems that the rest of the statement is the speech of Jābir: "When it is divided and the boundaries have been set, there is no pre-emption." And God knows best.

machine translationThe statement of the one who said "from Abū Salamah, from Jābir" is also preserved (maḥfūẓ).
