وَعَنِ ابْنِ عَبَّاسٍ
فِي قَوْلِهِ: رُخَاءً حَيْثُ أَصَابَ قَالَ: الرُّخَاءُ: الْمُطِيعَةُ، وَأَمَّا قَوْلُهُ: حَيْثُ أَصَابَ، قَالَ: حَيْثُ أَرَادَ. وَفِي قَوْلِهِ: يُرْسِلُ الرِّيَاحَ فَتُثِيرُ سَحَابًا فَيَبْسُطُهُ فِي السَّمَاءِ كَيْفَ يَشَاءُ وَيَجْعَلُهُ كِسَفًا يَقُولُ: قِطَعًا بَعْضُهَا فَوْقَ بَعْضٍ فَتَرَى الْوَدْقَ يَعْنِي الْمَطَرَ يَخْرُجُ مِنْ خِلالِهِ مِنْ بَيْنِهِ
Translation

- Ibn ʿAbbās
✧ Regarding His saying: “gently wherever it reaches” (Q 7:57). He said: “al-rukha' means obedient. As for His saying: ‘wherever it reaches,’ he said: ‘wherever He wills.’ And regarding His saying: ‘He sends the winds, so they stir up clouds, then He spreads them in the sky however He wills and makes them fragments’ — he says: ‘pieces, one above another. Then you see the rain’ — meaning the rain — ‘coming out from within them, from between them.’”
