عَبْدُ الرَّزَّاقِ، عَنْ عَبْدِ اللهِ بْنِ عُمَرَ، عَنْ زَيْدِ بْنِ أَسْلَمَ،
أَنَّ عُمَرَ بْنَ الْخَطَّابِ جَمَعَ أُنَاسًا مِنَ الْمُسْلِمِينَ، فَقَالَ: " إِنِّي أُرِيدُ أَنْ أَضَعَ هَذَا الْفَيْءَ مَوْضِعَهُ، فَلْيَغْدُ كُلُّ رَجُلٍ مِنْكُمْ عَلَيَّ بِرَأْيِهِ "، فَلَمَّا أَصْبَحَ قَالَ: " إِنِّي وَجَدْتُ آيَةً مِنْ كِتَابِ اللهِ تَعَالَى - أَوْ قَالَ: آيَاتٍ - لَمْ يَتْرُكِ اللهُ أَحَدًا مِنَ الْمُسْلِمِينَ لَهُ فِي هَذَا الْمَالِ شَيْءٌ إِلَّا قَدْ سَمَّاهُ، قَالَ اللهُ: ﴿وَاعْلَمُوا أَنَّمَا غَنِمْتُمْ مِنْ شَيْءٍ فَأَنَّ لِلهِ خُمُسَهُ وَلِلرَّسُولِ ﴾حَتَّى بَلَغَ ﴿وَمَا آتَاكُمُ الرَّسُولُ فَخُذُوهُ وَمَا نَهَاكُمْ عَنْهُ فَانْتَهُوا ﴾الْآيَةَ، ثُمَّ قَرَأَ: ﴿لِلْفُقَرَاءِ الْمُهَاجِرِينَ الَّذِينَ أُخْرِجُوا مِنْ دِيَارِهِمْ ﴾إِلَى ﴿أُولَئِكَ هُمُ الصَّادِقُونَ ﴾فَهَذِهِ لِلْمُهَاجِرِينَ، ثُمَّ قَرَأَ: ﴿وَالَّذِينَ تَبَوَّءُوا الدَّارَ وَالإِيمَانَ مِنْ قَبْلِهِمْ ﴾حَتَّى بَلَغَ ﴿وَمَنْ يُوقَ شُحَّ نَفْسِهِ فَأُولَئِكَ هُمُ الْمُفْلِحُونَ ﴾ثُمَّ قَالَ: هَذِهِ لِلْأَنْصَارِ، ثُمَّ قَرَأَ: ﴿وَالَّذِينَ جَاءُوا مِنْ بَعْدِهِمْ يَقُولُونَ رَبَّنَا اغْفِرْ لَنَا وَلإِخْوَانِنَا الَّذِينَ سَبَقُونَا بِالإِيمَانِ ﴾حَتَّى بَلَغَ ﴿رَءُوفٌ رَحِيمٌ ﴾ثُمَّ قَالَ: فَلَيْسَ فِي الْأَرْضِ مُسْلِمٌ إِلَّا لَهُ فِي هَذَا الْمَالِ حَقٌّ أُعْطِيَهُ أَوْ حُرِمَهُ
Translation
✧ ʿUmar b. al-Khaṭṭāb gathered a group of Muslims and said, 'I want to put this fayʾ in its proper place, so let each man among you come to me in the morning with his opinion.' When morning came, he said, 'I found a verse from the Book of Allah, Exalted is He — or he said, verses — in which Allah has not left any Muslim with a share in this wealth without naming him. Allah says: "And know that whatever you gain, for Allah is one-fifth of it and for the Messenger" until he reached "And whatever the Messenger gives you, take it, and whatever he forbids you, refrain from it" — the verse. Then he recited: "For the poor emigrants who were expelled from their homes" up to "Those are the truthful" — this is for the Emigrants. Then he recited: "And those who had settled in the abode and in faith before them" until he reached "And whoever is protected from the stinginess of his soul, those are the successful." Then he said, 'This is for the Anṣār.' Then he recited: "And those who came after them, saying, 'Our Lord, forgive us and our brothers who preceded us in faith'" until he reached "Kind and Merciful." Then he said, 'There is no Muslim on earth who does not have a right in this wealth, whether he is given it or denied it.'
