✧ What the Sky Waters

عَبْدُ الرَّزَّاقِ، عَنْ مَعْمَرٍ قَالَ:
أَعْطَانِي سِمَاكُ بْنُ الْفَضْلِ كِتَابًا مِنَ النَّبِيِّ ﷺ إِلَى مَالِكِ بْنِ كَفَلَانِسَ، وَالْمُصْعَبِيِّينَ، فَقَرَأْتُهُ، فَإِذَا فِيهِ: فِيمَا سَقَتِ السَّمَاءُ وَالْأَنْهَارُ الْعُشْرُ، وَفِيمَا سُقِيَ بِالْمَسْنَا نِصْفُ الْعُشْرِ
Translation
✧ Simāk b. al-Faḍl gave me a letter from the Prophet ﷺ to Mālik b. Kafalānis and the Muṣʿabiyyīn. I read it, and in it: "On what the sky and the rivers water: one-tenth; and on what is watered by the masnā (irrigation channel): half of one-tenth."
