أَخْبَرَنَا الثَّوْرِيُّ، عَنْ قَيْسِ بْنِ مُحَمَّدٍ، أَوْ مُحَمَّدِ بْنِ قَيْسٍ، عَنِ الشَّعْبِيِّ، قَالَ:
كَانَ أَهْلُ السَّوَادِ لَيْسَ لَهُمْ عَهْدٌ، فَلَمَّا أُخِذَ مِنْهُمُ الْخَرَاجُ، كَانَ لَهُمْ عَهْدٌ
