عَبْدُ الرَّزَّاقِ عَنْ أَبِي بَكْرِ بْنِ عَيَّاشٍ، قَالَ أَبُو حَصِينٍ، عَنِ الشَّعْبِيِّ قَالَ:
لَمَّا اسْتُخْلِفَ عُمَرُ قَالَ: " لَيْسَ عَلَى عَرَبِيٍّ مِلْكٌ، وَلَسْنَا بِنَازِعِينَ مِنْ يَدِ أَحَدٍ شَيْئًا أَسْلَمَ عَلَيْهِ، وَلَكِنَّا نُقَوِّمُهُمُ الْمِلَّةَ
