أَخْبَرَنَا عَبْدُ الرَّزَّاقِ قَالَ: أَخْبَرَنَا الثَّوْرِيُّ قَالَ: أَخْبَرَنِي خَالِدُ بْنُ عَبْدِ الرَّحْمَنِ، عَنْ عَبْدِ اللهِ بْنِ مَعْقِلٍ، عَنْ زِيَادِ بْنِ حُدَيْرٍ قَالَ:
كُنَّا نَعْشِرُ فِي إِمَارَةِ عُمَرَ بْنِ الْخَطَّابِ، وَلَا نَعْشِرُ مُعَاهَدًا وَلَا مُسْلِمًا. قَالَ: فَقُلْتُ لَهُ: فَمَنْ كُنْتُمْ تَعْشُرُونَ ؟ قَالَ: تُجَّارَ أَهْلِ الْحَرْبِ كَمَا يَعْشِرُونَنَا إِذَا أَتَيْنَاهُمْ، قَالَ: وَكَانَ زِيَادُ بْنُ حُدَيْرٍ عَامِلًا لِعُمَرَ بْنِ الْخَطَّابِ
Translation
✧ We used to collect tithes during the governorship of Umar b. al-Khattab, and we did not tithe a covenanter or a Muslim. He said: I said to him: From whom did you collect tithes? He said: From the merchants of the people of war, just as they tithe us when we come to them. He said: Ziyad b. Hudayr was a governor for Umar b. al-Khattab.
