أَخْبَرَنَا عَبْدُ الرَّزَّاقِ عَنِ ابْنِ جُرَيْجٍ قَالَ: قَالَ عَمْرُو بْنُ شُعَيْبٍ:
وَكَتَبَ أَهْلُ مَنْبِجَ وَمَنْ وَرَاءَ بَحْرِ عَدَنَ إِلَى عُمَرَ بْنِ الْخَطَّابِ يَعْرِضُونَ عَلَيْهِ أَنْ يَدْخُلُوا بِتِجَارَتِهِمْ أَرْضَ الْعَرَبِ، وَلَهُمُ الْعُشُورُ مِنْهَا. فَشَاوَرَ عُمَرُ فِي ذَلِكَ أَصْحَابَ النَّبِيِّ ﷺ، وَأَجْمَعُوا عَلَى ذَلِكَ، فَهُوَ أَوَّلُ مَنْ أَخَذَ مِنْهُمُ الْعُشُورَ
Translation
✧ The people of Manbij and those beyond the sea of Adan wrote to 'Umar b. al-Khattab offering to bring their trade into the land of the Arabs, with the tithes from it for them. 'Umar consulted the companions of the Prophet ﷺ about that, and they unanimously agreed to it; so he was the first to take tithes from them.
