أَخْبَرَنَا عَبْدُ الرَّزَّاقِ قَالَ: أَخْبَرَنَا عَبْدُ اللهِ بْنُ عُمَرَ، عَنْ نَافِعٍ، عَنْ أَسْلَمَ، مَوْلَى عُمَرَ -
أَنَّ عُمَرَ كَتَبَ إِلَى أُمَرَاءِ الْأَجْنَادِ " أَنْ لَا يَضْرِبُوا الْجِزْيَةَ عَلَى النِّسَاءِ وَلَا عَلَى الصِّبْيَانِ، وَأَنْ يَضْرِبُوا الْجِزْيَةَ عَلَى مَنْ جَرَتْ عَلَيْهِ الْمُوسَى مِنَ الرِّجَالِ، وَأَنْ يُخْتَمُوا فِي أَعْنَاقِهِمْ. وَيَجُزُّوا نَوَاصِيَهُمْ مَنِ اتَّخَذَ مِنْهُمْ شَعَرًا، وَيُلْزِمُوهُمُ الْمَنَاطِقَ، وَيَمْنَعُوهُمُ الرُّكُوبَ إِلَّا عَلَى الْأَكُفِّ عَرْضًا ". قَالَ: يَقُولُ: " رِجْلَاهُ مِنْ شِقٍّ وَاحِدٍ "، قَالَ عَبْدُ اللهِ: وَفَعَلَ ذَلِكَ بِهِمْ عُمَرُ بْنُ عَبْدِ الْعَزِيزِ حِينَ وَلِيَ ". قَالَ عَبْدُ اللهِ فِي حَدِيثِ نَافِعٍ، عَنْ أَسْلَمَ: " فَضَرَبَ عُمَرُ الْجِزْيَةَ عَلَى مَنْ كَانَ بِالشَّامِ مِنْهُمْ أَرْبَعَةَ دَنَانِيرَ عَلَى كُلِّ رَجُلٍ، وَمُدَّيْنِ مِنْ طَعَامٍ، وَقِسْطَيْنِ أَوْ ثَلَاثَةً مِنْ زَيْتٍ. وَضَرَبَ عَلَى مَنْ كَانَ بِمِصْرَ أَرْبَعَةَ دَنَانِيرَ، وَإِرْدَبَّيْنِ مِنْ طَعَامٍ وَشَيْئًا ذَكَرَهُ. وَضَرَبَ عَلَى مَنْ كَانَ بِالْعِرَاقِ أَرْبَعِينَ دِرْهَمًا وَخَمْسَةَ عَشَرَ قَفِيزًا، وَشَيْئًا لَا أَحْفَظُهُ. وَضَرَبَ عَلَيْهِمْ مَعَ ذَلِكَ ضِيَافَةَ مَنْ مَرَّ عَلَيْهِمْ مِنَ الْمُسْلِمِينَ ثَلَاثَةَ أَيَّامٍ، وَضَرَبَ عَلَيْهِمْ ثِيَابًا، وَذَكَرَ شَيْئًا لَمْ يَحْفَظْهُ
Translation
✧ Umar wrote to the commanders of the armies: "Do not impose the jizya upon women or children, and impose the jizya upon adult men upon whom the razor has passed, and seal their necks, and shave their forelocks — whoever among them grows hair — and require them to wear belts, and prevent them from riding except sideways on pack saddles." He said: He means: "His two legs are on one side." Abdullah said: "Umar b. Abd al-Aziz did that to them when he took office." Abdullah said, in the hadith of Nafiʿ, from Aslam: "Umar imposed the jizya upon those of them in Syria at four dinars per man, with two mudds of food and two or three qists of oil. He imposed upon those in Egypt four dinars and two irdabbs of food and something he mentioned. He imposed upon those in Iraq forty dirhams and fifteen qafizes and something I do not remember. Along with that, he imposed upon them the entertainment of Muslims who passed by them for three days, and he imposed upon them clothing, and he mentioned something he did not remember."
