أَخْبَرَنَا عَبْدُ الرَّزَّاقِ قَالَ: أَخْبَرَنَا الثَّوْرِيُّ عَنْ مُحَمَّدِ بْنِ قَيْسٍ، عَنِ الشَّعْبِيِّ قَالَ:
كَانَ أَهْلُ السَّوَادِ لَيْسَ لَهُمْ عَهْدٌ، فَلَمَّا أُخِذَ مِنْهُمُ الْخَرَاجُ كَانَ لَهُمْ عَهْدٌ
Translation
✧ The people of al-Sawād had no covenant. When the kharāj was taken from them, they had a covenant.
