أَخْبَرَنَا أَبُو الْحُسَيْنِ عَلِيُّ بْنُ أَحْمَدَ الْحَمَامِيُّ بِبَغْدَادَ، أنا إِسْمَاعِيلُ بْنُ عَلِيٍّ الْخُطَبِيُّ، نا مُحَمَّدُ بْنُ نَصْرٍ الصَّائِغُ، نا إِبْرَاهِيمُ بْنُ حَمْزَةَ، نا عَبْدُ الْعَزِيزِ بْنُ مُحَمَّدٍ عَنْ عُبَيْدِ اللهِ بْنِ عُمَرَ، عَنِ ابْنِ شِهَابٍ
قَالَ: كَتَبَ عُمَرُ بْنُ عَبْدِ الْعَزِيزِ إِلَى بَعْضِ عُمَّالِهِ: " أَمَّا بَعْدُ، فَاتَّقِ اللهَ فِيمَنْ وُلِّيتَ أَمْرَهُ، وَلَا تَأْمَنْ مِنْ مَكْرِهِ فِي تَأْخِيرِ عُقُوبَتِهِ، فَإِنَّمَا يُعَجِّلُ الْعُقُوبَةَ مَنْ يَخَافُ الْفَوْتَ "
