Quran Al-Hijr 15:2
رُّبَمَا يَوَدُّ ٱلَّذِينَ كَفَرُواْ لَوۡ كَانُواْ مُسۡلِمِينَ ٢
Translation
Perhaps those who disbelieve will wish that they had been Muslims.
