أَخْبَرَنَا مُحَمَّدُ بْنُ يَحْيَى بْنِ عَبْدِ اللهِ قَالَ حَدَّثَنَا مَعْمَرُ بْنُ يَعْمُرَ قَالَ حَدَّثَنِي مُعَاوِيَةُ يَعْنِي ابْنَ سَلَامٍ قَالَ حَدَّثَنِي الزُّهْرِيُّ قَالَ حَدَّثَنِي أَبُو سَلَمَةَ بْنُ عَبْدِ الرَّحْمَنِ عَنْ أَبِي هُرَيْرَةَ قَالَ

قَالَ رَسُولُ اللهِ ﷺ مَا مِنْ وَالٍ إِلَّا لَهُ بِطَانَتَانِ بِطَانَةٌ تَأْمُرُهُ بِالْمَعْرُوفِ وَتَنْهَاهُ عَنِ الْمُنْكَرِ وَبِطَانَةٌ لَا تَأْلُوهُ خَبَالًا فَمَنْ وُقِيَ شَرَّهَا فَقَدْ وُقِيَ وَهُوَ مِنَ الَّتِي تَغْلِبُ عَلَيْهِ مِنْهُمَا

Translation

✧ The Messenger of Allah ﷺ said: “There is no ruler who does not have two inner circles: a circle that commands him to what is right and forbids him from what is wrong, and a circle that spares no effort to bring him ruin. Whoever is protected from its evil is indeed protected, and he belongs to whichever of the two prevails over him.”
