حَدَّثَنَا مُحَمَّدُ بْنُ مَعْمَرٍ قَالَ: نَا أَبُو النُّعْمَانِ مُحَمَّدُ بْنُ الْفَضْلِ قَالَ: نَا سُكَيْنُ بْنُ عَبْدِ الْعَزِيزِ، عَنْ سَيَّارِ بْنِ سَلَامَةَ، عَنْ أَبِي بَرْزَةَ ؓ أَنَّ النَّبِيَّ ﷺ قَالَ:

الْأُمَرَاءُ مِنْ قُرَيْشٍ، وَلِي عَلَيْهِمْ حَقٌّ، وَلَهُمْ عَلَيْكُمْ حَقٌّ مَا فَعَلُوا بِثَلَاثٍ: مَا اسْتُرْحِمُوا فَرَحِمُوا، وَحَكَمُوا فَعَدَلُوا، وَعَقَدُوا فَوَفَوْا، فَمَنْ لَمْ يَفْعَلْ ذَلِكَ مِنْهُمْ فَعَلَيْهِ لَعْنَةُ اللهِ، وَالْمَلَائِكَةِ، وَالنَّاسِ أَجْمَعِينَ

Translation

✧ The rulers are from Quraysh. I have a right over them and they have a right over you as long as they do three things: when they are asked for mercy, they show mercy; when they judge, they are just; and when they make a covenant, they fulfill it. Whoever among them does not do that, upon him is the curse of Allah, the angels, and all people.
