Translation

✧ The Messenger of God ﷺ appointed Dhul-Hulayfah for the people of Madinah, Qarn for the people of Najd, and al-Juhfah for the people of Syria. He said: These three I memorized from the Messenger of God ﷺ. I was told that the Messenger of God ﷺ said: And for the people of Yemen, Yalamlam. He was asked: What about Iraq? He said: There was no Iraq at that time.
