عَبْدُ الرَّزَّاقِ، عَنِ ابْنِ جُرَيْجٍ، عَنْ إِبْرَاهِيمَ بْنِ مَيْسَرَةَ،
أَنَّ عُمَرَ بْنَ عَبْدِ الْعَزِيزِ كَتَبَ إِلَى عُرْوَةَ بْنِ مُحَمَّدٍ أَنْ: سَلْ مَنْ قِبَلَكَ كَيْفَ كَانَ أَوَائِلُ النَّاسِ يَأْخُذُونَ مِنَ الْعَنْبَرِ ؟ فَكَتَبَ إِلَيْهِ أَنَّهُ قَدْ ثَبَتَ عِنْدِي أَنَّهُ كَانَ يُنَزَّلُ مَنْزِلَةَ الْغَنِيمَةِ يُؤْخَذُ مِنْهُ الْخُمُسُ، فَكَتَبَ إِلَيْهِ عُمَرُ " أَنْ خُذْ مِنْهُ الْخُمُسَ، وَادْفَعْ مَا فَضَلَ مِنْهُ بَعْدَ الْخُمُسِ إِلَى مَنْ وَجَدَهُ
Translation
✧ Umar b. Abd al-Aziz wrote to Urwa b. Muhammad: Ask those before you how the early people used to take from ambergris. He wrote to him that it has been established with me that it was treated as spoils of war, a fifth taken from it. So Umar wrote to him: “Take a fifth of it, and give what remains of it after the fifth to the one who found it.”
