عَبْدُ الرَّزَّاقِ، عَنِ ابْنِ جُرَيْجٍ، عَنْ عَبْدِ اللهِ بْنِ عَبْدِ الرَّحْمَنِ،
أَنَّ عُمَرَ بْنَ الْخَطَّابِ، كَتَبَ إِلَى بَعْضِ عُمَّالِهِ: " ادْعُوا النَّاسَ بِأَمْوَالِهِمْ إِلَى أَرْفَقِ الْمَجَامِعِ بِهِمْ، وَأَقْرَبَ بِهَا إِلَى مَصَالِحِهِمْ، وَلَا تَحْبِسِ النَّاسَ أَوَّلَهُمْ عَلَى آخِرِهِمْ، فَإِنَّ الدَّجَنَ لِلْمَاشِيَةِ عَلَيْهَا شَدِيدٌ، لَهَا مُهْلِكٌ، وَلَا تَسُقْهَا مَسَاقًا يَبْعُدُ بِهَا الْكَلَأُ وَوِرْدُهَا
Translation
✧ 'Umar b. al-Khattab wrote to one of his collectors: 'Summon the people with their wealth to the gathering places most gentle to them and closest to their interests. Do not detain the people, the first of them for the last, for the confined livestock in a flock is severe, it has a destroyer, and do not drive them a drive that takes them far from pasturage and their watering place.'
