عَبْدُ الرَّزَّاقِ، عَنِ ابْنِ جُرَيْجٍ قَالَ: أَخْبَرَنِي صَالِحُ بْنُ دِينَارٍ،
أَنَّ عُمَرَ بْنَ عَبْدِ الْعَزِيزِ، كَتَبَ إِلَى عُثْمَانَ بْنِ مُحَمَّدِ بْنِ أَبِي سُوَيْدٍ: " أَنْ يَأْخُذَ مِنْ كُلِّ ثَلَاثِينَ بَقَرَةً تَبِيعًا، وَمِنْ كُلِّ أَرْبَعِينَ بَقَرَةً بَقَرَةً، لَمْ يَزِدْهُ عَلَى ذَلِكَ "، قَالَ: فَأَمَرَ عُثْمَانُ عُمَّالَهُ أَنْ يَأْخُذُوا ذَلِكَ، وَإِذَا كَثُرَتِ الْبَقَرُ، وَزَادَتْ عَلَى ذَلِكَ فَمِنْ كُلِّ ثَلَاثِينَ بَقَرَةً تَبِيعٌ، وَفِي كُلِّ أَرْبَعِينَ بَقَرَةً مُسِنَّةٌ
Translation
✧ Umar b. Abd al-Aziz wrote to Uthman b. Muhammad b. Abi Suwayd: “Take from every thirty cattle a tabi, and from every forty cattle a cow, not exceeding that.” He said: So Uthman commanded his agents to take that, and if the cattle increased beyond that, then from every thirty cattle a tabi, and for every forty a musinnah.
