✧ He gives zakat when its time comes

عَبْدُ الرَّزَّاقِ، عَنْ مَعْمَرٍ، عَنْ قَتَادَةَ،
أَنَّهُ كَانَ يُرَخِّصُ لِلنَّاسِ لَا يَكُونُونَ قَرِيبًا مِنْ مَسْجِدِ الْجَمَاعَةِ بِالْبَصْرَةِ " أَنْ يُعْطُوا زَكَاتَهُمْ زَكَاةَ الْفِطْرِ أَهْلَ الْحَاجَةِ مِنْ أَقَارِبِهِمْ. قُلْنَا لِعَبْدِ الرَّزَّاقِ: أَتَطْرَحُ أَنْتَ فِي مَسْجِدِ الْجَمَاعَةِ ؟ قَالَ: إِذَا كَانُوا لَا يُخَزِّنُونَهَا فَنَعَمْ، فَإِذَا عَلِمْتُ أَنَّهُمْ يُخَزِّنُونَهَا قَسَمْتُهَا فِي جِيرَانِي قُلْنَا لَهُ: فَكَانَ مَعْمَرٌ يَبْعَثُ بِهَا إِلَى الْمَسْجِدِ، وَكَانُوا إِذْ ذَاكَ لَا يُخَزِّنُونَهَا
Translation
✧ He allowed the people who are not near the congregational mosque in Basra to give their zakat, the zakat al-fitr, to the needy among their relatives. We said to 'Abd al-Razzaq: Do you put it in the congregational mosque? He said: If they do not store it, then yes. But if I know that they store it, I distribute it among my neighbors. We said to him: Ma'mar used to send it to the mosque, and at that time they did not store it.
