Translation
✧ Regarding a man who performed ablution then his foot sank into filth and he found no water, he said: He should perform tayammum. He is in the position of a man who has not completed his ablution. He said: If something affects any of the parts of ablution or tayammum, he should wipe it with dust, and that takes the place of water.
